Under Kenya’s Vision 2030 blueprint our country aims to achieve a Middle-Income Economy status by the year 2030. In the County Government of Migori, during the Second Medium-Term Plan, we hope to achieve various milestones targetting policies, programmes and individual projects whose delivery is required to accelerate inclusive economic growth.
For the full achievement of these objectives the County Government of Migori is working full-throttle to realize our citizens’ dreams pertaining to service delivery on all functions as mandated by the Fourth-Schedule of the Constitution of Kenya (2010).
In conformance to our new system of governance county governments have been established to promote social and economic development and provision of proximate, easily accessible services throughout Kenya. In addition to the constitution, there are other devolution laws that have been enacted to support the devolution framework, for example:
1) County Governments Act(2012) CGA,
2) Inter-Governmental Relations Act(2012) IGRA,
3) National Government Co-ordination Act(2013) NGCA,
4) Public Finance Management Act(2012) PFMA,
5) Basic Education Act (2013) BEA,
6) Transition-to-Devolved Government Act (2013) TDGA,
7) Urban Areas and Cities Act (2011) UAC,
Inter-alia.
The Constitution and many of these laws require the County Integrated Development Plan (CIDP) as the key process in enhancing the efficiency and effectiveness of budget funds and the mechanism for achieving the county’s mandate under the Constitution of Kenya, 2010.
It is now three years since the governor took the oath-of-office after the March 4th 2013 elections. Visionary and full of promise to implement the new constitution and deliver on his promise to the citizenry via his manifesto to the electorate, the governor took office on March 27th, 2013, which marked a new dawn of a devolved system of governance for the county.
In the last two financial years (2013/14 and 2014/15) in the Second Medium-Term, the County Government of Migori rolled out numerous development programmes, projects and policies aimed at facilitating a steady socio-economic development in conformity with the national blueprint , Vision 2030. Some advance examples may suffice to illustrate this fact of serious project implementation.
One of these extremely valuable ingredients in the implementation of the Second Medium-Term’s theme is the Transport and Infrastructure sector which we have primed as a priority objective in our collective effort. We have set and achieved many useful milestones in this sector including the building of the very first bitumen-standard road within Migori town (excluding the international A1 road that traverses the county and joins Kenya to Tanzania via Isebania town). This Posta-to-Ombo Ring road is over 4 Km and has improved access to several government offices, Red Cross office, BAT premises, Ombo hospital as well as other facilities within Migori town. Also in this sector we have recently launched the construction of a long Bypass bridge to increase accessibility over Migori River at Kiringi point. In further adoption of the goals of the Millennium Development Goals (MDGs) as well as expanded by the current SDGs, in Migori County, we are currently nurturing entrepreneurship and business-continuity by providing cheap electricity to both official and informal businesses using renewable energy systems like Solar-PV technology and other similar investments. Solar Street-lighting and floodlights are already installed in various towns, markets and trading centres thereby increasing business hours beyond the traditional daylight period and decreasing the ignoble spectre of insecurity. We have already installed over four-hundred and sixty Solar-PV streetlights in various towns and trading centres.
Other flagship projects that are transforming our livelihoods for the better are:
a) the KMTC college which is the first of its kind in Migori County, and built by the County Government, is already training the next-generation of highly-skilled health expertise and mitigating against the shortage of skilled health personnel;
b) completed construction of seven new dispensaries at the local level to promote basic primary health;
c) Signing of performance contracts vertically across the county administrative and sectoral units in order to boost effective public service delivery
d) provision of high-quality dairy cows to farmers cross all the wards in the county;
e) successful introduction of highland Nerica-rice farming to peasant farmers;
f) construction of ECDE classrooms in all public primary schools in the county; the on-going establishment of a Youth Polytechnic in each ward, thereby addressing the acute shortage of practically-oriented and skilled engineering artisans and technicians.
g) Other notable projects at the heart of the Migori story are the completed Migori water supply treatment plant at Oyani, Uriri Sub-County; Establishment of Sub-County administrative units’ office buildings and recruiting senior staff to man the devolution units; Distribution of high-quality dairy cows to farmers across the county.
Additionally the County Cabinet has made numerous partnerships and collaborations necessary to implement projects for the benefit of the county citizens whose effectiveness is monitored round the clock by the newly-created Monitoring and Evaluation Department for efficient and socio-economically responsive service-delivery. With such kind of vibrancy the County Government and Migori County residents will be sure to positively contribute to Kenya’s overall annual GDP figures and also attain its fare share of the SDGs.
Currently there is a nationwide programme organised by Cosmopolitan Media Limited in collaboration with Citizen TV to recognize such gallant efforts by governors and their County Governments according to their project implementation status, public participation in governance, media, public relations and other strategies of service delivery. This creates an opportunity for us to document and showcase our government’s programmes and policies. We are exceedingly elated to participate in this great endeavour and assure our esteemed County citizens that we’re delivering on the promise of devolution.
