The Constitution has assigned the county level responsibility for trade development and regulation, including – markets; trade licences (excluding regulation of professions); fair trading practices; local tourism; and cooperative societies. Generally therefore, the county level will be responsible for implementation of the national policies and related activities meant to deliver the services behind these functions at the county level. It will be headed by a County Secretary appointed by the Governor on recommendation of the County Public service and approval of the County Assembly.

 


Division of Trade
The Division of Trade will play a major role in the overall development of the county. Trade development activities will entail harmonizing county trade policies with the national trade policy framework. It also involves broadening and deepening the export base of counties; integration of MSMEs into market value chains and developing the data base of counties on trade.


Division of Industrialization 
The county office will coordinate all industrial development activities including management of the SME Industrial Parks and IDCs within its jurisdiction. Specifically, the county office will be responsible for implementation of the national industrialization policy. Activities in this area will focus on facilitation and provision of Business Development Services 86 


(BDS) to promote development, growth and graduation of Micro, Small and Medium Industries (MSMIs), and attracting large industrial investments both in urban and rural areas. The Department will adopt a Market Development Approach to implement the following industrial development functions:-

  1. Implementation of industrialization policy at the county level;
  2. Coordination of the management of the SME Industrial Parks and IDCs;
  3. Carry out resource surveys and resource endowment mapping in the county and identify opportunities for industrial investment;
  4. Prepare industrial project profiles and disseminate the same to attract investors to the county;
  5. Collect, process, analyze and disseminate industrial statistics and information to facilitate investors in manufacturing sectors to develop and expand new business opportunities in the county;
  6. Undertake market and technology research, market information, trade fairs and product exhibitions to stimulate market access;
  7. Develop database and link MSMIs with technology and input suppliers and build their capacity to delivery quality inputs and products;
  8. Undertake training and technical assistance to MSMIs through feasibility studies, business plans, mentoring and management training; 
  9. Facilitate financing mechanisms including supplier credit, equipment leasing and rentals; and
  10. Identify and initiate industrial Research and Development (R&D) activities and commercialization of research findings 
     

County Functions in Trade, Industrialization, Cooperative Development, Tourism and Wildlife

  1. Implementation of industrialization policy;
  2. Coordination of the management of the SME Industrial Parks and IDCs; 
  3. Carry out resource surveys and resource endowment mapping in the county and identify opportunities for industrial investment;
  4. Collect, process, analyze and disseminate industrial statistics and information to facilitate investors in manufacturing sectors to develop and expand new business opportunities in the county;
  5. Undertake market and technology research, collect market information, and organize trade fairs and product exhibitions to stimulate market access;
  6. Develop and manage database on capacity of Micro-Small and Medium Industries (MSMIs) to deliver quality inputs and products;
  7. Undertake training and technical assistance to MSMIs through feasibility studies, business plans, mentoring, and management training;
  8. Facilitate financing mechanisms including supplier credit, equipment leasing and rentals
  9. Identify and initiate industrial Research and Development (R&D) activities and commercialization of research findings;
  10. Implementation of cooperative policies, standards and regulations;
  11. Implementation of strategies for promotion of cooperative movement;
  12. Registration of cooperative societies;
  13. Arbitrations/ Settlement of co-op disputes (Co-op tribunal);
  14. Undertake investigations/inquiries into cooperative malpractices;
  15. Conduct co-op education and training services;
  16. Co-op audit and registration of audited accounts;
  17. Co-operative extension, consultancy and advisory services;
  18. Implementation of national Tourism policies, strategies and programmes;
  19. Development and promotion of county specific tourism programmes and projects;
  20. Coordinate and facilitate the management and control of county specific tourism activities;
  21. Development of partnerships between county governments and other stakeholders on Tourism matters; 
  22. Implementation of bilateral, regional and international agreements on tourism;
  23. Domestication and implementation of bilateral, regional and international agreements on tourism as appropriate;
  24. Management and protection of cultural and natural heritage for development of National and County Tourism strategy;
  25. Sensitize the public on benefits accruing from community based tourism;
  26. Provision of incentives schemes that enhance investment in local tourism; 
  27. Enforcement of the provisions of the Tourism Act and any other law relating to local tourism;
  28. Maintenance of standards in tourism products and facilities in liaison with industry stakeholders in the county;
  29. Promote tourism through local cultures and environment;
  30. Facilitate the provision of funds for development of local tourism facilities; and
  31. Sensitization of communities on conservation of tourism attractions; and
  32. Collection of tourism related revenue
